I personally feel  that a news dispatch such as a bill proposal does not merit any interest until it becomes a law.  It is not our direct business to meddle whatever is brewed up by our people in congress as long as these bills are for the betterment of our society and does not in any way detriment our natural way of life.  But when I bumped upon Leyte Representative’s  Lucy Torres-Gomez’ proposal  that honking of horns be banned during Sundays, calling it a ‘No Busina Day’ under House Bill 4252 floored me.  Hindi ko maubos-isip ang kanyang ipinapanukala dahil lumalabas na napakawalang kabagay-bagay ito kumpara sa napakarami pang mga pagbabago at paglikha ng mga batas na aayon sa ating panahon at pangangailangan bilang mga mamamayan.  Isinaad ni Gomez na : unnecessary honking of horns by private and public vehicles be banned during Sundays because it is the day of worship for most Christian communities.  Ah, okey, meron naman pala siyang ipinupuntos na kailangang magkaroon naman tayo  ng kahit katiting na katahimikan tuwing linggo o araw ng pagsamba.  Humirit pa ang dyowa ni Richard na : “The sensitivity of the human eardrums to noise is true not only in school and hospital zones, but elsewhere as well,”   Nais din ng panukalang batas na ito na mabawasan ang pagkabingi ng ating mga kababayan. “The state must take earnest steps to reduce the incidence of deafness which is brought about in part by persistent exposure to inordinate levels of high decibel noise,”  diin pa niya lalo. Sa ilalim ng pinapanukalang bill na ito, magmumulta ang mga lalabag dito ng ₱500 na babayaran sa LTO o Land Transportation Office.  Sa ngayon ay hinihikayat ni Gomez na bigyan pansin ang pagpapasa ng batas na ito.
